my 8 year old LOVES clubpenguin.com It's free but there are also memberships you can purchase. If you have a membership (5.95 a month) it lets you purchase clothes and furniture for your penguins igloo. I really it and it's easy to monitor and always has a moderator. There are also safe chat room so that your kids can't actually chat...they have to pick from a list of words. She is also a fan of Nickelodean, Nick Jr Disney Seasame Street (my 3 year old can naviagate that one himself) and Yahooligans!

Try www.pogo.com. They have tons of free games; some are good for kids, and some (like free casino games) might not be your cup of tea.
