I think that the Potomac river is too polluted around the DC area.

You also need to get a fishing permit for DC, VA and MD if you fish there.

Any park that has a lake will probably let you fish there. I don't know if you will catch anything, since most of the parks in VA seem to have stopped stocking ponds with trout some time ago.

Sorry, I guess that I didn't really answer your question, since I stopped fishing around here years ago.
