Because I'm planning on sending a letter there and i don't have time to go to the post office to weigh it out so i was wondering if i can just put 3 39 cent stamps on it.
On www.usps.com
A regular 1 ounce letter being sent to singapre is 84 cents, so by putting 3 39cent stamps on it is 117.

Sure, the postal service does not mind at all if you overpay! As long as the letter is not heavier than one ounce, you're good to go.

You could try but you run the risk of insuffiecnt postage and it being returned. Your surest bet would be to go to the post office.
