Here are a couple of answers:
(1) Luck is preparation meeting opportunity. Many people don't have the knowledge to recognize the opportunity until later.
(2) Risk - lots of people don't want to take the risks that are associated with so-called opportunities. That's why the Lottery is so popular - just risk a little money for a big opportunity.
(3) Remember Edison's statement: Genius is one percent inspiration and 99 percent perspiration. Lots of people have ideas but don't want to put out the effort to put the idea into effect.

It depends on what the person sees as the opportunity. If it's money, then alot of people jump at it. Some people choose to see what can actually make them happy. Example: The person who has a law degree might decide to help others by joining the peace corp. The money's not as important as the desire to help other people who deperately need it. Take care.
