I made a check out to this business and they waited for it to clear and they never finished the job.I need to see if they are legal.

Check to see if they are registered with your local courthouse. If they are not local check the state that they are from for a business license. You can take them to small claims court to get your money back. If they are registered as a legal entity then report them to the SBA. They can be black balled from being able to do business.

you should get an attorney on your side. because they can hurry and get documents if they figure out that your after them. get an attorney to help you out, they'll know exactly what to do and how to help you get your money back.
