If I want to add music onto a video and have both sounds at the same time, and be able to put different moments of the clip at different times during the clip, what programn can I use?

Try using Ulead Media Studio. You will be able to manipulate the sounds both external and from the video.

There are lots of movie editors out there that can do just that. I personally have only used Adobe Premiere which works pretty good for what I do. But here are some other ones:
