Growing up is having experiences, not years. A person of great age who has been sheltered all their lives will have done very little growing up. On the other hand a ten year old who has seen the world, been beaten down, and gotten back up on their own may have the sage wisdom and emotional age far past where they are. So an older person who with a young emotional age can catch up and even be wiser then their age presents, but they must have the experiences, and go through their own deliverance to do so.

People usually stop aging emotionally at about the age they start using drugs. Alcohol and tobacco are the major culprits, but marijauna is another biggie. I've seen lots of 15 year old 45 year olds who deal with joints instead of their own feelings.
So the answer is "sometimes" particularly if they can go cold turkey on their favorite crutch.

Things change in life.
When you are young every thing in life is new to you.
This isn't a change in life as much as this is life.
Your eyes see thing differently.
Every generation thinks they can change the world & make it better. The older generation thought that also. But as you age your views of changes change. You come to realize that more & more you want more of the same old way. You want a place of peace & quiet you can come to to recharge & refresh you self.
Just living takes a lot of our time & energy, so adapting to changes takes away from our just living.
Not all changes makes life easier or better for us.
Or is easy to adapt to.
As we age we come to know that we don't have to rush out & try all the new things as fast as they change.

You're as young as you feel. People retain what they want to and not what they don't. Memory and the brain are interesting in what is chosen to be recalled.
My father has Alzheimers. He can't diferentiate the sink from the urinal but he always knows without being told to wash his hands.

The best answer I can give you is that everyone grows in their own time, you cant push someone to grow up if their not ready.
