You will find plenty of restaurants in this page: http://www.saigonhotels.com.vn/restaurants.php. Here are a few recommendations I have, based on my recent trips there:
* Quan An Ngon (vietnamese food)
* Ngoc Suong (vietnamese, esp. fish dish)
* Camargue Club (kind of pricey, but nice ambiance)
(for these three, you can find the addresses in the above web page)
In addition, I have also enjoyed these restaurants (not mentioned in the above web page):
* Wrap & Roll (http://www.vietnamtourism-info.com/english/Entertainment/article_685.shtml) - 62 Hai Ba Trung St. District 1
* Pho 24 (it is a beef noodle chain, with many restaurants in center Saigon, ask any taxi driver to take you to the nearest)
If you like ice cream, I highly recommend "Kem Bach Dang." I believe it is near the corner of Nguyen Hue and Le Loi; you cannot miss it. There try the durian ice cream ;-).
Have fun eating in Saigon! It is one of the main reasons I have kept going back there :-).

Try Son Ca 2 in Binh Thanh district i believe the street is Nguyen thien Thuat owns by Huong Lan(Vietnamese singer from the States).The seafoods are excellent for a modest price.Try cua rang muoi Hongkong style(salted crab Hongkong style).
Stay away from most restaurant in district 1.The foods are mediocre and the prices are ridiculous.
Also drink Heineken made in VN,one of the best in the world.

ok... forget all the tourist websites,,, good but not the best... i live here in saigon, and my favourite hobby is getting fat on some of the best cuisine, both vietnamese and international, top restaurants and equally good street food alike.. the best guide ive come across by far is http://www.saigoninsideout.com/restaurants where its all catagorised by type of cuisine and/or price and designed for the serious expat living in saigon. dont ask the cab drivers for anything but how to get somewhere,, sorry but they dont know the best, just the most expensive.
I've lived in many countries including culinary heavens like france or india,, and i stil rate saigon top of the pile.
my favourite international restaurants are: au parc (french north african), au lac do brasil (brazillian), ty coz (french) and al fresco's (austrailian run mediterainian style ribs pizza and much more). as for vietnamese try "thanh da" (very fancy but reasonably priced) on nguyen trai street, (district 5). "au pagolac" (amazing variety of beef dishes, try the 7 course set meal for 2 for only $7) on nguyen dinh chieu street, (dist 1), or for the ultimate street experiance go to "bang xao" and eat fantastic food for a dollar, near to thanh dinh market just off hai ba trung street (dist 1). bon apetit...

if your looking for "upscale [ overpriced] swank/ flash".. go to one of the hotels, rex ,caravel ,etc..but alow me to suggest my favorites, " quan tu[4] my "53 nguyen thi minh khi street[ has live entertainment/ ametures and professionals]. "nha hang san vuong din ky." 50 le thi hong gam street[near benh thanh market ]has a great buffet for around $4 in the afternoon, and the waiters wear roller scates in the eavning. "quan an ngon" 138nam ky knoi nghe street [ nice ambiance , small portions]. "thanh nien" 133 hai ba trung/ 11nguyen van chiem[ its on the corner not far from "daimonds" dept store] nice atmosphere,good food, used to have a piano bar and jazz. music ??? these places are upscale if you are a backpacker ,not if your staying at "the majestic".. they may be considered a little "dirty' by western standards but the food is great and i'd recommend them over the others ... ok , try anyone of the fine resturaunts in the "new world hotel".. also delicious food and classy by any standard.... just ask at your hotel desk or a cab for any of the hotel resturaunts... ps go have a cocktail on the roof off the caravel... ny city prices ... but worth the view
