I lived in Russia for a couple of years and I don't recognise the guy but then Russian rock wasn't really my cup of tea. There are lots of decent Russian artists around though. Zemfira, Uma Thurman, Svetlana Surganova, Kornay, even Zveri's latest album is pretty nice.

It is Konstantin Kinchev, leading singer of ALISA (Alice) rock group.
The name of the song is RODINA (Motherland), was recorded in 2003.
The girl singing in the video is Konstantin's daughter Vera.
