Dark hair is not a characteristic of Arab ancestry! How did you come to this conclusion? (almost 45% of the entire European population has dark hair!).
It is very common in the Mediterranean (including Italy, Greece,Spain,Southern France). There is also a strong element of black hair amongst the Celtic peoples living mostly near the coastal areas of Ireland, Scotland, Wales, and Cornwall including most European men.
Also it is very common in Africa, Middle East, Asia, and America
Of course that doesn't make them of Arab ancestry!!
In general this definition is exact: "anthropologically, Italians are a primarily Southern European people with other European elements. Overall, Italians are physically and genetically similar to the Iberian peoples, which include the Spanish (Castilians, Catalans, etc.) and Portuguese, as well with others around the Mediterranean, such as the French and the Greeks. There is a notable physical difference in complexion, and general height between the upper northern third of Italy and the southern part of the country. Northern Italians generally have fairer complexions similar to central Europeans as well as a higher frequency of light hair, and eyes, whereas most southern Italians have darker features. Due to regular population movements, the differences are not stark or pronounced, but do exist and may correspond to the ancient Italo-Celtic and Greek-Etruscan settlements rather than the various later invasions of Germanic tribes."
As described in National geographic in the Genographic project (atlas of the human journey): “Today haplogroup H comprises 40 to 60 percent of the gene pool of most European population. In Rome and Athens for example the frequency of the (haplogroup)H is around 40 percent of the entire population! And it exhibits similar frequencies throughout Western Europe!”
So as you can see there isn’t actually any evidence of Arab ancestry (especially because of the black hair)! And according to the gene researches Italians share the same genes as the other Europeans!
Of course limited admixture is probable but not a general rule!

depends on where your speaking about in Italy .in the southern parts their was the moor invasion but as well others they were also colonized by Phoenicians and Punic settlers from Carthage and by Greeks, starting in the 8th Century BCE.

The Greeks came into conflict with the Punic trading communities with ties to Carthage, which was on the African mainland, not far from the southwest corner of the region, and had its own colonies on Sicily. Palermo was a Carthaginian city, founded in the 8th century BCE, named Zis or Sis ("Panormos" to the

Northern Italy was once occupied by the Moors. Ancestors are still tall and many have blond hair.

As in all societies, intermarriage has diluted the characteristics of ancestry.
