At your age you should know that to be "good" at something, you must work hard. But to answer your question isnt that easy. It depends what you mean by "good". You will not make the NBA. You wont even be able to play D1 or D2 college ball. Your tall but not tall enough to play at a high level without atleast 5-6 years of experience. You would be playing a point guard or shooting guard at those levels and to do that you need years of practice and great genetics. Not only height. If you work very hard you could get pretty darn good though. Good like being able to play pick up games in the city and hold your own. That would mean playing 3-4 days a week and running dribbling, shooting, and driving drills almost everyday. Not to be mean but it doesnt seem like you have the mindset to be anything too crazy. This is probably just a phase your going through. Dont worry about it too much. If you do really want to do this though, all you need is a pair of good basketball shoes and ball and hoop/court. All the other tools are with you. You WILL not and i mean WILL NOT be good without a lot of practice. I promise you. If you really want it, work hard for it and it will happen in 2 years. In one year you will get alot better and be able to play like a basketball player. By the second year of working hard multiple times a week, you will be good. Not amazing but good. Good enough to play hard with other good players. If you work hard for 3 years you will feel on top of the world. Being good at a sport is one of the best feelings. Good Luck.

You can learn to play basketball and be somewhat good at it. It is not too late. You just have to spend time practicing.

No its not too larte for anything....and if your just learning streetball then dont be planning onto being in any tournaments to soon becuase its takes a while to be a really good ball handler and how to put the ball to the hoop in style :))

If youre playing it for interest, go for it! What's stopping you? I would play basketball with friends despite not having the height or build for the game.
IF you wanna play competitively, put more effort into it.

Not too old to learn providing you get a real good coach or mentor who can teach you proper mechanics. There is proper footwork on a lay up, proper shot mechanics, etc, etc.
