Summer has best weather, but the most crowds and highest prices. Spring is brisk, but manageable, and has St/ Paddy's Day, of course. Winter has some bargain-basement rates, and few crowds.
If you're coming from a developed nation, the odds are you won't need a visa for a visit of up to a few months. Otherwise, consult the nearest Irish embassy/consulate.

My husband and I spent our honeymoon in Ireland in early October. This was at the very end of the tourist season. The weather was nice, just a little on the cool side. The crowds were not bad and we had no trouble finding a B&B. The only drawback was that a few attractions had closed for the season.

As the other answers indicate; it depends.
We have found the most consistent sunny weather for seeing the fabulous views in June.
On the other hand there is nothing better than being in a warm pub with a howling storm outside.
Enjoy Ireland, everyone does.
