this is all opinion, if you are going to buy games, you need to list what types of games you like...
that being said, i'm going to be a hypocrit and list my favorites, or more accurately, a lot of my favorites...
For PS2, i liked Final Fantasy X and FFX-2. Neither are riddiculously hard. Both have good music, and different endings depending on story completion. both have great graphics, and are terrific if you are looking for RPG games.
For an FPS, my friend would recomend Black for PS2. He claims it's addiciting, has great graphics, and is just fun, especially blowing everything up. I can't honestly say, i haven't played it.
Tekken Tag Tournament is a great street fighter. It's got a ton of Tekken's most famous characters, and now you can mix-and-match to make a strong team.
Soul Calibur 3 is also great for this genre. SC3 Is great graphically, and allows you to buy differnet weapons to increase the strength of you character, or how far he can knock back his opponent, or anything like that.
I didn't play very much on the X-Box, so i'm not a great help here...
Halo, and Halo 2 were great. They were visually as well as technically well made. The story is interesting, and gives at least a small reason for killing the aliens, and makes it acceptable.
Only thing for PS2 i would NOT recomend is Orphan, Scion of Sorcery. It was one of the first games released for PS2. It is easy, has unskippable and badly timed cutscenes, and an otherwise annoying interface.
for X-Box, i would not recomend Spiderman. It's a bit hard, and kinda simple, but very frustrating...

Why best?
1. Most people loved them a lot.
2. They sold massively well.
3. They got very good scores on almost all game sites and magazines.
4. The intelligence and calibur of these games are outstanding and revolutionary.
