If his tree encroached your property you have the right to trim it back. You also have the right to ask him to come pick up the debris. Whether he will do it or not is another question.
I noted some comments about why don't you pick it up, but as an owner of over 100 trees in my yard, I understand that some branches are quite large and difficult to dispose of, costly if you don't have a burn pile like me.

In a perfect world neighbours would be responsible for their trees invading
other's space but, in this world anything that falls in your yard is your
responsibility. We just had two of our neighbour's trees land in our back
yard, because of the big storm we had. He is a good friend and will remove
them. He doesn't have to. My husband and I both have physical problems
and he knows it. We have also invited him over often for dinner especially
at Christmas,Thanksgiving, Easter. He is single and really appreciates
our hospitality. I guess this is a perfect world. We are helping each other
out and doing the right thing. Be kind to each other. It helps.

Even though it fell from his tree, you should just pick it up and be a good neighbor. That's too petty to make a big deal of.

Yes, but depending on your neighbors yard. Do they pick up their own yard mess?? You might go talk to them about it and do it together. My neighbors are bad so I would just do it myself or wait til they are gone and toss it over the fence for them to worry about.

To be a good neighbor..yes..legally...no unless he knew the tree was in bad condition and failed to take care of the problem after repeated complaints.

Sorry, the limb is yours. On the other hand, you may also trim the part of the tree that hangs over your property and the tree's owner has no recourse.
