Yes, primarily. That doesn't exclude them from trying to pull in a wider readership by targeting other demographic groups.

WEll yea .. Why wouldnt they? Like TeenPeople ... target audience is Teens and it reaches Teens. Playboy target audience is men and it mostly reaches men. So yea I would say that magazines actually target the target market they claim to.

Indeed.
However, they get additional readers who "should not" be reading the magazine, and lose other target readers who "should" read it. That counts as if the target readers did indeed read it.
