Parts of a song have names eg a song might have an instrumental introduction, then a verse, then perhaps a bridge, then the chorus.

On a lot of songs usually after the 2nd chorus there is another part that may be an instrumental or maybe more emotional. What's that called?

I will give you an example what I mean.
Phil Collins another day in Paradise he sings this after the 2nd chorus:

"Oh lord, is there nothing more anybody can do
Oh lord, there must be something you can say"

Then it goes on to the 3rd verse then the final chorus, but on other songs often it goes straight to the final chorus.

I think what you're referring to is commonly known as "the bridge".

it's called the solo... typically where one instrument (normally a guitar) will have their own spotlight to show off

I think it is the "Coda" which builds the song to its finale. I hope this helps.
