Coming thursday and next thursday are the same thing, meaning the next coming thursday (the 21st in this case). 'The following' can be used more widely, for example you can say 'not the next but the following thursday' (which would then be the 28th in this case). It can be used to mean the next thursday, but usually isn't.

Next = during the next (not the current) calendar week, so the 21st, regardless of whether you make the statement on Tuesday or Friday of the current week. So on Friday, it's equivalent to saying "I'll meet you Thursday", whereas on Monday "I'll meet you Thursday" is assumed to refer to the current week.

"Following" is rarely used without additional clarification, it's usually put into context with dates- i.e. "We arrive on the 22nd and meet with Bob the following Thursday"

i think "next thursday" refers to the 21th.

yeah it's pretty confusing, but somehow "next" is commonly used when you identify any day in the next week.. and "coming" is used when you identify any day in the same week. For example, today is monday the 11th, and i'll see you on the 15st, so i'll say "see you this coming friday!"

"following" is used when you want to refer to any day of the week after the next week. So if today is the 15th, and i want to see you on the 28th, i'll say, "following thursday" instead of "next thursday"
