Who oversees the gas pumps at gas stations for accuracy?

When a gas pump is reset for a new customer, is there any reason why a pump would reset to 2 cents rather than zero? Is this gas station trying to rip people off?

in the usa its the division of weights and measures it randomly tests accuracy of all scales and pumps BUT the attendant has MANY tricks to short you at full serve stations ,,,i know it was one of my 1st jobs and its EASY to make extra cash most attendants do
