Its bacterial so i recommend Using erythromycin topical solution twice a day after showers.
DO NOT scrub...it makes it worst. Just cleanse with soap and water and pad dry. NO scrubbing.

Try taking a bath and scrubbing with some oil free acne wash. Always helps:)

A acne soap found in a local grocery shop, and some Clean & Clear everyday.

It is called keratosis pilaris.
You need to exfoliate 2-3 times per week in the shower/bath with a loofah or bath brush, and it will gradually get better.
