Twist the seatbelt and make a long diagonal fold in it. You will need to run the length of the fold back through the buckle, it is difficult to do, usually it is very tight going through. It may take the force of two people pulling to get the belt back through the buckle in the folded state. Just make sure you have it twisted in the right direction.

Dedicate some time to it. Park your car in a comfortable spot, in the sun if it is cold, in the shade if it is warm. Dedicate about 10 minutes of your day as it should not take any longer than that. Figure out how it got twisted then, pull the belt out all the way and fold the belt and move the latch up over the fold to "untwist it." The majority of the frustration I have experienced in similar situations is that I have tried to so things while I had more important things on my agenda,(work, school, dinner...) The key is to set the time for that and that only, and you will solve the problem. Focus on the task at hand.

Well it got twisted up without taking the side of the car apart so it can be untwisted. It can be aggravating though.

think for minute how it got twisted in the first place. if that happened without sides taken apart it must be possible untwisting too. Be patient try to do it slowly.

Your story doesn't add up. Cops do not drive away cars when they impound them, they call a tow truck. Too much liability risk to do otherwise. Cars also cannot be impounded over a seatbelt violation. Richard

fully extend the seatbelt, while standing outside the drivers door. have your friend dump the clutch, and spin donuts around you for a while. hope this helps.
