This is laughing gas used a lot by dentists for to put the patiant to sleep while doing their teeth.. I have no idea where you can buy it without being a licensed medical professional or work in a hospital. It is also used in surgery. What are you using it for?

NO2 is a propellant in artificial cream whip, you may be able to purchase cylinders from a mechanic or small cannisters from specialty shops, I don't know the laws in your area so I can't be more specific - don't drive a car
