This must be Stalin. By negligence, intent and indifference, he killed more people than anyone who has lived before or since.
While Hitler was responsible for many deaths, he was a patriot who believed in a Greater Germany and his actions were in pursuit of this goal.
Stalin however, was a paranoid megalomaniac who killed many of his own people just in case they may be traitors. His agricultural policies were based on Communist dogma and resulted in the starvation of many millions. Resettlement of communities carried out in a harsh manner amounted to genocide and the gulags, although not actual death camps had the same effect over longer periods.
Unlike Hitler, he did not select the Jews for special treatment hence his mis-deeds are mainly ignored by those who control our government and media.

It's got to be Hitler for the genocide of Jews and the fact he destroyed most of Europe.
but other really bad dictators are:
Stalin for starving his own people to make Russia into a strong industrialised country, millions died.
and Kubi Khan (I think it was him) for his genocide where he murdered half a million people to make a tower of skulls near Baghdad. He also ransacked China which put their technology back by 1000 years, Russia the middle east and would have done the same in Europe if his forces hadn't withdrawn from Poland due to his death. the figures for how many died are not as high as modern dictators but the reason for this is because the worlds population was a lot lower.

Nowadays Attila the Hun is a metaphor for a cold blooded, violent thug. And 1,500 years ago, that's pretty much what people thought of him too.

He killed more of his own nationals than anyone on earth (25M).
Hitler slaughtered on religious grounds. Churchill hated dealing with Stalin but had to , to get rid of the Axis.

hitler cause he wanted every 1 to follow his orders he killed so many jews and people and got people to do it for his i would say that he is proberly the worst dictator
