excellent question.... i don't claim to know the actual answer, but i have to believe that it could. the idea that it couldn't is a very Hobbesian/realist point of view.... the idea that people are essentially greedy and will act in their own best interest before that of the whole...... i personally believe that people are at their core good and will act in interest of the group rather than in their own best interest if given the chance. just look at the soldiers that are fighting in wars - they are fighting not for themselves but for their homeland.... they are trying to protect the whole, not the self. if people could figure out a way to act in the interest of the whole population that didn't involve violence (war), then war would not be needed.

just my point of view, and i don't know if i'm right.
