The diamond your looking at is pretty much at the bottom of the diamond list. A diamond that size will show all the flaws. Shop around and save your money for a bigger and better diamond. In the end you will be happier with the diamond and people will take notice.
Also look at jewelers that will allow for you to upgrade your diamond. This is good because they will give you the value you paid and apply it to your next diamond.

Make sure it is a real diamond, go with the person selling to a jewelry store and have them check it with the diamond checking little machine. There are so many cubic's that look just like diamonds, it is really hard to tell. If it is a cubic, they could have only paid like $10 or less for it. The 1-3 clarity is not the best, and the color is ok. It sounds like a good deal, but I would check it first with the diamond checker at a jewelry store, a reputable one, and also ask them about the stats. You may have to pay for the appraisal, but first of all, just make sure it is real. I have a 2.3 ct diamond ring, that is 1-3 clarity, and I think it is K color, and it is worth $14,000, and I have had it appraised for that. There is no 13 clarity. IF it is real, I would say it is a fair price. Let the jeweler look at it first. My ring is an antique, European cut, about 100 yrs old. It has been in the family a long time. I tried to sell it one time, and only was offered $9800, and another time, only $4,000.
So, you can see how reselling a diamond goes.

You really wanna buy a diamond?. Go to Africa, you will have the real cut diamond, no middle man. But make sure you are paying in full cash.
