suppose the HTML pages is upto 5-6.simple templates.not so much flash oriented.with no database access facility in that site.mainly small business site.

The minimum is $0 but you should charge at least $1,500. A good designer will make closer to $3,000. If they want a cheap looking template that they can get for free then walk away.

simple templates are free on thousands of sites so why would people pay?
