From a theological standpoint, they are they angels that stood by Lucifer and were thrown out of heaven alongside him. Now they are the devil's helpers, demons, etc.

In Abrahamic religions, a fallen angel is an angel that has been exiled or banished from Heaven. Often such banishment is a punishment for disobeying or rebelling against God. One early source for information on angelology and demonology, is the Persian prophet Zoroaster, who is thought to have influenced Judeo-Christian beliefs [1]. The best-known fallen angel is Satan. According to some traditions, fallen angels will roam the Earth until Judgment Day, when they will be banished to Hell.

I'm posting this only to take up for Elika and to step up to the guy that said it isn't science. If people post about big foot and ghosts. I think it is ok to post about angels. Matter of fact to keep on the subject I have heard that some people believe that they seen a ufo and that it was an angel. And seeing how they have been banished from the heaven they are allow to roam both space and earth. Some refer to this as the first and second heavens. The third is gods domain.

The word "angel," in the Greek language of the New Testament, means "messenger." They were believed to be spiritual creatures capable of travelling back and forth between the heavens (above the firmament) and the world (under the firmament).
They are, of course, completely fictitious or mythic creatures that adults have not believed in in the last 300 years.

Fallen angels are real anytime angels fall. Black Holes with a mass of 10x that of a white dwarf star are fallen angels.

Also called devils, unclean spirits, demons and denizens of the hoary underworld, Fallen Angels are those angels that for whatever reason decided to rebel against God. They struggle against all that is holy, sacred and good, seeking ever to corrupt the innocent, destroy the beauty of the cosmos, plunge the universe into chaos, and snuff out the prefect and unapproachable light of God's Love
Abigor: Grand Duke of Hell Devil: The Evil One
Adramelech: President of the high council of demons Friar Rush: Bartender in Hell; tempter of Monks
Ahriman: Persian Devil Furfur: Count in Hell
Alastor: The executioner Incubus: Seducer of women
Alocer: Commands thirty-six legions of demons Keteb: The noonday Demon
etc,.

I like the answer just given by 'Jeannie'. It is after all the truth. Today's interpretion of the phrase however is more vague. It refers to someone who no longer can or will produce results once excpected of them. It is someone who has lost their value and become worthless. Or perhaps someone who has lost their way and has chosen a more ludicrous means to get what they think they want.
