Goto the control panel, open up the sounds and look for the windows startup sound and choose the other sound you want to use.

Maybe you have accidentally lowered the volume of the
system. Go to control panel and check your system volume.

To hear your sound go to control panel open sounds and audio devices , go to sounds tab then click browse and open your sound file in Wave format(*.wav) and click apply
