Ergh, that was about 10 years ago, I think they stopped these days. Well, EU and NATO were peacefully observing Serbia attacking neighbouring countries and closed an eye on some heavy atrocities because they believed that Serbia will win the war. Basically, general belief was that Yugoslavia is needed for stability in the region and especially UK and France were not supporting new, individual countries in Balkans. When they realized war is not really going that direction, international community was confused and then finally US (under Clinton administration) reacted and supported anti-Serbian forces in the region, bringing it to present stability. So, it wasn't only rape against Muslim woman, they were destroying churches, hospitals, culture of anything not-Serbian. But those days are in the past, and now all the countries in that region have pro-democratic government and trying to heal the wounds of war with more or less success.
