I mean why it belongs to Belgium when it could have been easily part of france for its language.

Wallonie is part of Belgium just like Flanders. The name has his origin in the German language ( period of Julius Cesar ) and it sound like WALHA. Out of the Latin is a local dialect born and that will be later on a local french.
After the battle of Waterloo wallonie is given to the Netherlands and in 1830 wallonie becomes a part of Belgium after the Independence of Belgium
