Invest in a Portfolio! (A professionally made and created one)
One that shows off YOUR best Points (i.e.Hands,Nails,Legs, Face Etc..).
Then get some copies made,and find out where Modeling Agencies are in your Local City/Town.
Make some appointments-Then Go sell yourself to them!

In order to get picked you must get your composite pictures out there to be noticed. Without exposure you are just another 'wanna be'. So get your money saved and have professional pictures taken and then hire a manager or modeling agency to expose your best side. Stay away from those private photographers who only want to exploit your body. P.S. If you are under age... a parents signature will be needed at a modeling agency.

There are laws depending on your area. You may have to research this first. If you are below 18 or 21 (depends), you have to secure a license and certification to "peddle" your services.
Next, in this age of electronic communication and liaison, you may want to start a Web site. It's not that difficult anymore. You may even use MySpace.
Finally, make your online presence felt by actually contacting agencies or have your friends, if you have model friends, refer you to bigwigs.

well you have to move to an area where modeling is attainable, like L.A. or New York. make sure you have a good portfolio and that you have good representation.

yeah sweetie. im 14 and Iv been since i was7. I actuly got a call back.... umm just look in the phone book under modleing... maKE SURE YOU WANT TO DO IT AND YOUR PARENTS ARENT PUSHING YOU BUT MORE POWER TO YOU IF YOU WANT TO my parents hate the Idea
