you will definetly need to have a technical knowledge of servers and how to use the mail comands as well as integrate it with java, perl, to create gui applications also you need to create databases so you will need some knowledge on that as well, and dont forget alot more bandwith than you have now for sure. By the way wont be possible with myspace as it is already on a limited use server that only allows you certain privilages that do not include creating email services to create accounts and access to substructures. You will find information on how to get started by searching for creating email services on any search engine. Also you should start by learning on how servers work, how to obtain your on DOMAIN NAME(will cost you a small fee), how to get a VIRTUAL SERVER SERVICE (some are free others cost money) here is a site that will help you out get started and is pretty similar to myspace but gives you more frebies and might have what you are looking for( http://www.bravehost.com ) requires sign up but for what you are getting is worth every bit of it.

Either search Google for PHP tutorials... or get a book on Web application development... or use a pre-existing content management system like Drupal.
Why not just download Drupal and customize it? You can add modules to make an email system similar to MySpace.

Are you saying you want to offer email services, or that you want to offer the ability to check Yahoo or Myspace?
To offer email services, you'll have to set up a mail server and interface it to your web server. Each user will have to be setup on the mail server as well. You can get a number of free email servers for Linux / Unix machines, such as Courier Mail Server that will handle the details of sending and receiving email for your clients.
Just looking, and I found that the SurgeMail server, free for Windows, Unix, etc. includes integrated web-based mail compatability, so this might be what you're looking for. Link below.

What Server technology are you using, ASP, PHP, Cold Fusion, Java etc?
If you have no idea what any of that means, I'd ask your ISP what they support and take it from there
