I'm no electronics expert, but how do you guys imagine that a short circuit will occur? Secondly, how would I get electrocuted by holding the plastic connector?

according to physics of electronics, if you do that you might just get away, but that is just a "might"

the bigger possibility is that you cause a short-circuit, which will result in damaging one or more of the circuits on your motherboard, or even damage your harddisk.

so, what will it cost you to power-off your system b4 u do that?

one last thing: if you really can't turn-off your system, and really need 2 connect another HDD to your pc, i think there's sth called ("IDE to USB Converter" or "SATA to USB Converter" or "USB HDD Case"), you can use to connect your HDD via the USB port, instead of doing so directly.

Use HotSwap trays if you want to have this functionality of external storage. Or just use an External HDD through a USB port. There are cheap notebook HDDs that can be placed in a USB 2.0 HDD External Box (enclosure).

Never, ever do that you might very well damage your whole system. Also power off your PC before hooking a new device.

2 Reasons why you shouldn't do that when the computer is on.

First: You might get electrocuted
Second: You may short cercuit your computer which ultimately means bye bye computer. Chances are you will fry everything the motherboard is connected too.

No. Hot swap enclosures have circuitry to allow this type of functionality.
