Trouble with trying to disable wifi card.?

I have always disabled my wifi card after using the internet. But today, I got this message: "It is not possible to disable your device at this time. The connection may be using one or more protocols that do not support Plug and Play, or it may have been initiated my another use or system account".

What happened? How can it be disabled? Right now it is stuck on.

Disable all wireless stuff via start/run/services.msc.
