I have a Toshiba M400 Tablet PC and it's fan always runs at the highest speed without any reason and it's noise annoys me(it seems this problem is it's design)

Is there any program that I can control the fan's speed ?

When most notebook fans start to squell it because their getting hot inside and the fan is just trying to cool its componets off. I've had this problem myself on some hp/compaq notebooks and technical support always tells me this everytime I complain of the noise.

Not sure about that but make sure you use it on a hard surface...if you set it on your lap or bed it can overheat it and ruin it.

replace your cooling stand that are USB powered fan.it uses brushless motor therefore noiseless
