Some find it messy.
Some have religious beliefs against it.
Some think it's gross.
MANY are fine with it.
For a few, after a couple of days or more of contact with menstrual blood, the skin on their pus*y can be irritated from the blood, so these girls may not find it so enjoyable to have any added friction, so to speak.
But for the most part, if your gal has cramps, giving her orgasms will help reduce them.

Yes its fine depending on how she feels about it. It wont hurt her. As a matter of fact she is more sensitive at this time of the month

Physically you can. Some girls don't want to have any kind of sexual contact during that time. It would also be kinda messy.

if she's up for it, go ahead it won't hurt her. there is an equal chance of pregnancy during menstruation though, so be sure to use a condom. gl!
