You click on the center of the wheel until you see the moving line of dots. If there are lyrics this is where you'll see them.
Usually you have to manually enter lyrics for each song using iTunes. Highlight and right click on a song in your library. The first item is "Get Info". Click the "Lyrics" tab and type in the lyrics to your song.
There are lots of websites which help you find the lyrics to almost any song if you can't find them in the CD jacket. A good one is http://www.quasimodobell.com/default.aspx/tabid/130.

You know the way you get to the song's ratings (the stars) in your iPod? Basically, you do the same thing, but you keep on clicking until you see the lyrics-- that is, if you put any lyrics there.
