Probably because society would think it's disrespectful to those who died on 9/11. Personally I believe we should re-build (another style of architecture) and show the terrorists that they haven't slowed us down, although it's probably too late for that now. I think all of this argument about what should be done with the site is nuts and shows a lack of our ability to move on. Making the entire site into a memorial is not realistic - that's extremely valuable property .What fool thinks we would EVER forget what happened anyway? Rebuild and create a memorial on the site.

If the WTC was recreated to exist in the exact likeness of the original then some feel that it would be like pretending it never happened. The skyline would return to it's pre-9/11 self and it's not that simple. Things changed that day. It could be a dis-service to prevent the visual change

I have always believed that they should build them back exactly as they were. With one difference... each tower having ONE MORE floor... just build them one floor higher - to show the terrorists that we can come back - and come back bigger.
And if no one will work on the upper floors because they are scared of another attack - the solution would be simple.
Turn the upper floors into prisons.
