The guy told me that I had to partition the hardrive into different drives because the old school harddrives read only up to 137 gb. is that true? do i have to partition it into 3 different drives or can i keep it as one and have the c: drive as a 400 gb drive?

Only if you have an old computer would you have to partition it. Most BIOS's within the past 3 years can support larger than 137GB

you do not have to if you don't want to. if u want you can by puttin your win xp disk in and partion it there
