I have just the same problem, and I learned the creams won't work on removing hard skin, because the hard skin is a callous that can only be removed with a mechanical exfoliant like a pumice stone or foot rasp. Your local Rite Aid or Sav-On will have those. Here's what worked for me:

1) After washing up in my morning shower, I stay in, soap up my feet and scrub them with a pumice stone to scrape the hard skin until each foot feels soft to the touch. If I'm too tired to stand in the shower I'll take a bath or sit down and soak my feet in a foot bath for about 10 minutes and then take the pumice stone to them. You can find a foot bath at Bed, Bath, and Beyond or online at Amazon.com.

2) Then, I dry my feet with a towel and put on foot lotion that has alpha hydrox or some other kind of chemical exfoliant. Then I wear a pair of moisturizing socks to bed (Bed, Bath, & Beyond has those too).

3) After my morning shower, I lightly dry my feet with a towel and then immediately put on regular foot cream or any kind of heavy lotion. I have found it is important to apply the lotion just after a shower (or bath) so the cream will lock in moisture and keep my feet soft.

4) I do a foot bath and pumice stone scrubbing at least once a week.

5) Wearing socks and comfortable tennis shoes more often than any other type of shoes also helps keep my feet soft. When I did that everyday, I had a pedicurist compliment me on how good my feet looked.

Good luck with softening your feet.

I find a must for my feet, is every day when I have a bath, after your feet have soaked for a while and softened use a pommy stone to rub away the dry skin. As much as possible. Then while your feet are still warm from the bath rub the cream in. The Veet creams are good. If you have to rub cream on a few times during the day then do, but using the pommy stone daily does help. After a week or two you should see the difference.

Soak your feet in warm water, or while you are taking a bath use pumas stone on your feet. Just don't take too much off off at a time. do this daily. When you go to bed rub a good cream into your feet such as Palmer's Coco Butter and put on a pair of socks. Your feet should show great improvement with in a week. When your feet are how you want them just put cream on the at night. Then about once a week do all of the above to maintain your feet.

In the hand and nail care section of your grocery store, look for a foot file -- the good ones will have a coarse and a fine side. Start with the coarse side, and sand your heels, the balls of your feet, and anywhere that's rough and dry. When you've taken off a layer of callus, use the fine side of the file to smooth and polish the skin. Then follow up with a good moisturizer.

You may need to file and smooth your feet several times a week at first; after you get them into good shape, you can get by with just regular moisturizing and occasional touch-ups with the file.

You need to go to a health or wellbeing store.

A chemist should have an item which looks like a small cheese grater. It is usually called a Grip Foot Smoother. You will also find other products available like a 'Foot smoother bar'. Which looks like a rough stone, and you rub your feet with this. These products get rid of any excess dry skin on and around your feet.

How about a foot sander, to rub off the dry dead skin. They are sold at most department stores. Then apply a foot cream.

Soak your feet in warm to hot water for about 10-15 minutes, otherwise do this after your shower or bath. Take a pair of scissors, open them and carefully scrape your feet. Most scissors are sharp enough to scrape but won't cut you if you just pull them across your dead skin. If your scared you mighteven be able to use a cake spatula, ie metal spatula.
