Both river and ocean have the blue colour coz they reflect the sky. However, the shade of blue in the ocean depends a lot on the concentration of salt in it. the more concentrated the salt in the ocean water, the bluer it becomes.

Blue ocean? Not here. Of the central California coast it's sort of dark green, because of the algae.
