This is the type of thought experiment Einstein used to develop the idea for relativity.
Very unsatisfactory, the answer to this one is that it is impossible to go at the speed of light, so it cannot happen.
More generally, because one of the foundations of relativity is that there is no absolute rest and so no absolute motion. This means any experiment you can perform will give the same results whatever your speed (true only if accelleration is 0). As a result, if you accellerate to near the speed of light and measure the speed of your headlight beam you will find it is exactly c, the speed of light. This paradox is caused by the effects of time and space dilation, where time and space are measured differently by people in different frames of reference.

Light always travels at the same rate. It makes no difference what the source is doing. The only thing that will change is the frequency of the light. The light would be blue shifted. This is the result of the Doppler shift. As the speed of the source changed the light would move into blue then to x-rays and on up the electromagnetic range.

The headlights shine forward at the speed of light. Their starting point is the front of your car, and no matter what your car is doing, they start from there. Just think for a moment -- if this were not so, when you turned your car lights on and went in reverse, your car lights would slow down! Obviously this doesn't happen. So the net result or your original proposition is that the light from your car will actually be going at twice the speed of light, if you measure on an overall basis.

This is about the fifth time I have addressed this question. The answer is: the situation cannot arise, as nothing with a non-zero rest mass can travel at the speed of light. Also, time does not elapse for anything traveling at that speed, so turning on lights would not be possible.
