I am not sure about everyday. But the half moon bay, ca is almost seems that way. It can be foggy and overcast all day. While, if you just drive past the hills, it is all sunny and hot.
Half moon bay is located about 20 miles south of San Fransciso along highway 1, next to the pacific ocean.

San Francisco, especially in July and August when most people want to be there. Then, you can almost bank on fog every single day.
