I'm looking for somewhere to have a nice, different, fun birthday dinner with some friends and if possible a lounge/dancing vibe to it.

There are a couple spots....

Geisha House is a great Japanese restaurant with an outdoor lounge and downstairs indoor lounge. No dance floor, but who says you can't sway side to side at your own beat. On Hollywood and Cherokee

Fat Fish (Robertson/Melrose) is a great Sushi place that has a small lounge attached to it. Not really bustling. But it's right next to a bunch of clubs/bars....granted it's in Boystown, but if your friends are a bunch of girls, it's pretty fun.

Roosevelt Hotel has Burger Bar and the Dakota, attached to the Hotel is the Tropacaina Bar, which is a great outdoor, poolside lounge.

Republic is a great restaurant on Melrose and La Cienaga is a great steak place that has a pretty cool lounge. Website in the source portion. There are so much more, hope this helps.

I always had my Hollywood birthday parties at Hollywood Billiards. They would give me a deal... 2 hours all you can drink beer/wine/non-alcoholics for $10 per person and I let everyone be on their own for food. (their kitchen is fantastic). You can even reserve your own lounge there for privacy and get yourself a pool table or two too.

I'm not sure if Kung Pao Kitty (Hollywood Blvd and Wilcox) is still around (I moved out 7 months ago), but if it is they've got a great lounge in the back with some cool music. The food is overpriced, but still very tasty.

Try the Saddle Ranch on Sunset.. not really a lounge though... more a fun, rowdy, bar atmosphere (but its a restaurant). OR Pig & Whistle on Hollywood Blvd - lounge & restaurant in one. Check it out on citysearch.com or Opentable.com
