Eye contact is important, but it is secondary to conveyed enthusiam or a sense of the message's level of import... for that, intonation, delivery, projection, elocution, etc hold equally important parts of a person's stage presence!

Not nearly as bad as when I'm the speaker and can't catch the eye of anyone in the audience...

Different speakers have their quirks, but some are worse than others. The worst public speaker I have ever seen was a Nobel prize winner who delivered his speech alternately to the two people sitting on either side, behind him. The question and answer session was pretty good, though. He actually addressed that to the members of the audience who had asked him questions.

If a speaker doesn't make eye contact with the three people in the audience who are usually looking up (I'm usually one of them), I feel like the speaker's just talking to be talking and doesn't care whether I'm there or not. In a word, disengaged.

As a teacher, I know that it doesn't make sense to just throw knowledge out into the audience and expect everybody to absorb it. And I've seen way too many people come to speak to an audience with no idea whom they will be addressing. Your audience is only going to remember that part of your speech that connects to what they already know and care about. Making eye contact is a sign that your speech will only make a difference if you are making a connection with your audience.

Asian custom is it's impolite to stare while talking. Momentary glances are ok, but if someone looks at me intently while I'm talking (like Americans tend to do,) I feel uncomfortable and nervous. I have a feeling people think I'm lying when I avert my gaze while talking.

Decieved, like I am being lied to. But if they say it all, then look at me , I feel like they may be honest, just afraid of rebuttal.
