The fastest is whatever speed your burner supports and the slowest is 1x.
There are a variety of types of burners - none of the high-speed burners burn at top speed all the time - they start out slow, perhaps at 24x and step up periodically. (at least in one popular method).

The fastest burning speed right now is 52X although most computers come with only 48X. All it really means is the speed in which your computer can write data to the disc. Each X stands for 150 KB's and the number in front (example...the "48" in 48X) is what you multiply by 150 to get your speed for instance a 10X is at 1500 KBs(1.5mbs) while a 48X is at a speed of 7200 KBs.(7.2mbs) So... if you have a file that you want to burn to a CD that is say 400 MB's and you were burning at 48X it would take you 55.5 seconds ... since 400 divided by 7.2 is 55.5(repeating)

fastest speed = the faster the cd will be burned
4x is the slowest...12x is the next faster (obviously) and 48x is the fastest
burners still include slow burning speeds because there may be older cd-rs that only record at those low speeds...also, some things are best when burned at lower speed (to preserve quality)

Write Speed
Write speed is the rate at which data can be written to an optical disc - a CD-R/RW or DVD-R/RW. Write speed is specified in multiples of X, with the definition of X depending on whether it's a CD or DVD drive. A CD-RW or DVD-RW drive generally has two write speeds, the first being the CD-R or DVD-R writing speed and the second being the CD-RW or DVD-RW writing speed. The final X value refers to the read speed. So a combined CD-RW and DVD-RW drive described as "16x6x16x DVD-RW / 48x32x48x CD-RW" would have the following speeds:
DVD-R write speed 16X
DVD-RW write speed 6X
DVD read speed 16X

It depends on the cd writer that you are having,,, the x stands for tranfer speed of 150KB/second...
So 12x means, CD writer will record data at 12 times 150 KB per second

for dvd the fastest is 18x by samsung. all other brands burn fastest at 16X. but they read dvd at 48X. for cd-burner, they burner fastest at 48X but read fastest at 52X

Currently 52X for CD-Rs / RW and currently the most expensive and latest for DVD R is 18x, though most have 16x.
DVD DL highest is 8x, though 16x will be available soon.
