And I'm sure there are some soft spoken great leaders but it's midnight.

No, but it helps - look at Bill Clinton - excellent speaker, excellent leader. Even Ronald Reagan - the Great Communicator - was an excellent speaker although he wasn't all that great of a president (remember Iran-Contra?).
And now we come to Dubya - the decider - also known as the Village Idiot. Probably the worst speaker I've seen in my lifetime and I've been around since the Eisenhower years. Not only is he a horrible speaker, but his leadership sucks as well. That's two strikes - let's go for three. He's also morally bankrupt. Three strikes and you're out! Isn't it time he was given his walking papers so we don't have to listen to any more of his inane, stupid ramblings?
I occasionally teach a course in Public Speaking at the university where I teach and always show clips of the good, the bad, and the ugly. Bush falls into the ugly category since he isn't just bad, he goes beyond that. Absolutely the worst public speaker I've ever seen from his mispronunciation of words (nuke-you-lar) to lying down across the podium trying to appear folksy and only succeeding in appearing lazy and foolish, to standing on one leg and hopping around like a rabbit in heat. Horrible speaker but an excellent example to students of what NOT to do!!!

Since 1960, you have to be a good public speaker to get elected. Calvin Cooledge was one of the most boring, uninteresting speakers in history, but he was an OK president.
To be a leader, you have to be able to convince people to follow you. Some people do that by being a shining example of the type of person you can admire. Mother Teresa was not a very good public speaker, but she was a great leader by the example she set.
The key to this in today's political world is that, if you want to get ELECTED, you have to be a good public speaker. Unfortunately, you might not know if the person you elected is a good leader until it's much, much too late.

Of course not. Just look at George W. Not the quickest wit, but won the presidency from two very very good public speakers, Kerry and Gore.

Not exactly but one should have an average intellect. If you have average intelligence you won't end up with unjustified war and isolation from world which is seen in U.N. sessions. An average intellect will also help you to keep hiring dummies for department like FEMA.

In my opinion, yes. It's similar to an actor needing to be outgoing. If you can't get your point across to others, then it might not matter how good you are at something.
