I have a neighbor who lives next door that receives boxes full of shoes with chinese writing. I live in an apartment complex, and I know this can't be legal

Well just for starters, you are looking for information about people who IMPORT shoes to the US. Export means they are selling US made shoes somewhere else in the world.
Why do you know that it can't be legal for your neighbor to receive boxes of shoes with Chinese writing? How do you know he isn't a registered vendor? And what makes you think he could get them in the country without going through customs? In order to import anything you have to declare it and pay duty. Where they are delivered once that is done, is immaterial.

Call customs or the police or anyone you can get hold of and they will direct you correctly or open a case themselves. Calling on a suspision is how many criminals are caught.

How do you know it's illegal? Are you aware of any import restrictions or quota violations? If you have all the facts, call the U.S. Department of Commerce.
