I like only a small amount of what they've done but they have been innovative in their time. When 'West End Girls' was first released it sounded like nothing else around. But being into guitar music I did find it all quite irritating - so you see they can be both.

My thoughts are wondering what your question is?

Pet shop boys are "by your standards" a general pop group of the late 80's but they are a much more diverse and reactive band than ONE would like to dwell on.

They made male platforms cool, tight stripey shirts... cool, and silly-side-swipey-hair-cuts....... cool.

They were very innovative. Though that doesn't necessarily mean they weren't irritating, I suppose.
