yes most phones are able to call 911 without the phone battery.. it is designed to do that

I think you're confusing the battery with cell phone service.
It's true that a cell phone - even wtih no service, can dial 911. That's one of the services cell phone service providers have to provide.
While it might work without the battery - I really doubt it. A battery provides the cell phone with power - and so without power - how is it going to work?
I suppose you could take the battery off of your cell phone and try calling 911 and see if it works.
Or, you can goto the cell phone provider and ask them.
However, I think that they're going to tell you that a cell phone needs it's battery to make any call (911 or otherwise).

Unlike a land line phone, cell phone locations cannot be immediately traced to an address. So a person has to be conscious enough to tell the operator where they are. They can locate the cell phone by triangulating direction from more than one tower or use an azimuth from one and judge how far away it is from signal strength but that is time consuming and not exact. Perhaps one of those pendants they advertise on TV might be the answer but they probably use cell phone tech too. So they would be limited by the same restrictions. But you could check it out. Probably would be better if Dad had company all the time.

No you must have power to the phone to place a call, otherwise it can not broadcast to a tower. you do not however need to have service to dial 911. If you have an old phone giving it to a friend with a car adapter for them to use as an emergency phone is not a bad idea.

i dont know about the battery, but i know that even if the cell phone doesn't have a working network plan on it, the phone can still be used to call 911.

No you can not. You must have some kind of power. But you can call 9-11 even if you have no service. That is very true because I have done it before.

No. It only works when you have a card with money on it and the card balance is $ 0, you still can call.
