the reason why your goldfish may be on the surface of the water is because either they do not have enough oxygen in the water. To fix that just put a bubblier or a more power-full filter to circulate the water. The other thing u can do is just clean your water ever week also make sure u are feeding them the right food because this can cause a protein deficiency make sure u give them name brand goldfish flakes or pellets but if neither of those two suggestions are working they might have a airblatter problem or some other disease but if that's the problem they would most likely be dead by now i hope i answered your question with enough detail although i did find a place on the Internet just for goldfish problems but i still i think the things i suggested will help u better since they don't ask personal questions on this site.

Many reasons...goldfish usually are very active fish...your water might be too hot for them..if you have them in an aquarium make sure the pH level is right ...also make certain that they have adequate amounts of oxygen...goldfish also do better when they are not cramped...I have six with an electric blue lobster in the tank (55 gallon) ..one with 1 eye, 1 with no lips, 1 with short fins..I run the aquarium for wayward goldfish.. :) seriously, it sounds like the water temp...

your goldfish are not drinking water they are gasping for oxygen,
they need some sort of aeration for the tank (or filtration) you can get a small pump with airstone at Walmart, this would provide immediate relief for real cheap
i hope that they are in a large enough aquarium (they need at least a 10 gal tank)

if it looks like it is gasping, then probably low on oxygen so made get an aerator. or, (which happened to one of my fish) it could have a bacterial infection. my fish kept surfacing but wasnt gasping and then i found it dead and it looked like its insides were being eaten away (its fins were eaten away too, which i first thought was my other fish just doing it to them; (pond environment)) unfortunately it was too late for my fish when i found out what was wrong with it.

sounds like they are not getting enough oxgen, you either dont have have a big enough tank or you have to many fishin the tank,& it could be something with the water.

There is probably not enough oxygen in the water.

It needs oxogen, you need to change water & add a airater.
